Our Story
BCE was founded by Ngosong Fonkem and John Perry during their time at West Virginia University, where they identified a critical gap in the infrastructure industry. Projects weren't failing because of a lack of funding, but for a lack of integrated management and specialized talent.
Since 2011, BCE has grown into a minority-owned consulting and construction company serving government agencies and commercial clients across the United States.
Today, we bridge the gap between vision and execution through construction management & oversight, staff augmentation, and civil construction services. By integrating specialized soil analysis and infrastructure project management, we ensure every project is delivered on time, within scope, and on budget, always backed by rigorous construction quality control.
